\u5e74\uff09\u8d44\u52a9\u3002<\/span><\/span><\/p>\n<p style=\"text-align:justify\"><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\">\u6b27\u76df\u57fa\u672c\u6743\u5229\u673a\u6784\uff08FRA\uff09\u6b63\u5728\u5f00\u5c55\u4e00\u4e2a\u533a\u57df\u9879\u76ee\uff0c\u4ee5\u652f\u6301\u56fd\u5bb6\u4eba\u6743\u673a\u6784\uff08NHRI\uff09\u76d1\u6d4b\u57fa\u672c\u6743\u5229\u4ee5\u53ca\u6cd5\u6cbb\u9886\u57df\u57fa\u672c\u6743\u5229\u7684\u5404\u4e2a\u65b9\u9762\u3002\u4e03\u4e2a\u6b27\u76df\u6210\u5458\u56fd\u7684\u56fd\u5bb6\u4eba\u6743\u673a\u6784\u53c2\u4e0e\u4e86\u8be5\u9879\u76ee\uff0c\u5176\u4e2d\u5305\u62ec\u4fdd\u52a0\u5229\u4e9a\u5171\u548c\u56fd\u76d1\u5bdf\u5458\u4ee5\u53ca\u6b27\u6d32\u56fd\u5bb6\u4eba\u6743\u673a\u6784\u7f51\u7edc\uff08ENNHRI\uff09\u3002<\/span><\/span><\/p>\n<p style=\"font-family:Verdana,Geneva,sans-serif\">\u8be5\u9879\u76ee\u65e8\u5728\u52a0\u5f3a\u56fd\u5bb6\u4eba\u6743\u673a\u6784\u5728\u56fd\u5bb6\u5c42\u9762\u5b9e\u65bd\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\u65b9\u9762\u7684\u4f5c\u7528\u3002<\/span><\/span><\/p>\n<p><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\"><strong>\u9879\u76ee\u72b6\u6001\uff1a<\/strong> \u5b8c\u6210\u7684<\/span><\/span><\/p>\n<p><span \u4ece 2020 \u5e74\u5f00\u59cb\uff0c\u6b27\u76df\u6709\u8fdb\u4e00\u6b65\u52a0\u5f3a\u56fd\u5bb6\u4eba\u6743\u673a\u6784\u7684\u6f5c\u529b\u3002 <\/span><\/span><\/p>\n<p style=\"text-align:justify\"><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\">FRA\u5236\u5b9a\u8fd9\u4e2a\u9879\u76ee\u662f\u4e3a\u4e86\u843d\u5b9e\u62a5\u544a\u4e2d\u7684\u4e00\u4e9b\u89c2\u70b9\u3002\u5b83\u5efa\u7acb\u5728 ENNHRI \u5728\u76d1\u7763 NIHR \u6cd5\u6cbb\u65b9\u9762\u7684\u4e13\u4e1a\u77e5\u8bc6\u7684\u57fa\u7840\u4e0a\u3002<\/span><\/span><\/p>\n<p style=\"text-align:justify\"><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\">\u8be5\u9879\u76ee\u7b26\u5408 <a href=\"https:\/\/www.coe.int\/en\/web\/portal\/-\/committee-of-ministers-adopts-recommendation-to-strengthen-national-human-rights-institutions\" style=\"color:#0563c1; text-decoration:underline\">\u6b27\u6d32\u59d4\u5458\u4f1a\u5173\u4e8e\u52a0\u5f3a\u56fd\u5bb6\u536b\u751f\u7814\u7a76\u9662\u7684\u5efa\u8bae<\/a>\u3002\u6b63\u5982\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\u6240\u8ff0\uff0c\u5b83\u5f3a\u5316\u4e86\u56fd\u5bb6\u4eba\u6743\u673a\u6784\u5728\u6539\u5584\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\u5b9e\u65bd\u65b9\u9762\u7684\u4f5c\u7528\u3002 <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/BG\/TXT\/?uri=CELEX:52020DC0711\" style=\"color:#0563c1; text-decoration:underline\">\u6b27\u76df\u52a0\u5f3a\u5baa\u7ae0\u5b9e\u65bd\u6218\u7565\u3001\u6b27\u76df\u6cd5\u6cbb\u673a\u5236<\/a><em>  2020\u5e74\u8d77<\/em>\uff0c \u4e5f <strong>\u6839\u636e\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\u4f7f\u7528\u6b27\u76df\u8d44\u91d1 <\/strong>\u548c <strong>\u8054\u5408\u56fd\u6b8b\u75be\u4eba\u6743\u5229\u516c\u7ea6\uff08CRPD\uff09<\/strong> \uff08<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/BG\/TXT\/?uri=CELEX%3A32021R1060\" style=\"color:#0563c1; text-decoration:underline\">\u7b2c 2021\/1060 \u53f7\u6761\u4f8b\uff0c <em>\u300a\u5173\u4e8e\u6b27\u76df8\u9879\u57fa\u91d1\u901a\u7528\u7533\u8bf7\u89c4\u5b9a\u7684\u89c4\u5b9a\u300b<\/em><\/a>\uff09\u3002<\/span><\/span><\/p>\n<p><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\"><strong>\u5982\u4f55\uff1f<\/strong><\/span><\/span><\/p>\n<p style=\"text-align:justify\"><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\"><strong>\u8be5\u9879\u76ee\u65e8\u5728\u652f\u6301\u56fd\u5bb6\u4eba\u6743\u7814\u7a76\u6240\u5236\u5b9a\u548c\u5b9e\u65bd\u6d3b\u52a8\uff0c\u4ee5\u4fc3\u8fdb\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\u5728\u56fd\u5bb6\u5c42\u9762\u7684\u5b9e\u65bd<\/strong>\u3002\u5177\u4f53\u6765\u8bf4\uff0c\u8981\u52a0\u5f3a\uff1a<\/span><\/span><\/p>\n<ul>\n<li><span style=\"text-align:justify\"><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\">\u540e\u8005\u65e8\u5728\u5efa\u7acb\u5728 <a href=\"https:\/\/ennhri.org\/wp-content\/uploads\/2021\/03\/NHRI-ROL-monitoring-methodology_updated-February-2021_FINAL.pdf\" style=\"color:#0563c1; text-decoration:underline\">ENNHRI \u7684\u6cd5\u6cbb\u62a5\u544a\u65b9\u6cd5<\/a>\u3002\u867d\u7136 NSDI \u5c06\u80fd\u591f\u4ece FRA \u6536\u96c6\u7684\u56fd\u5bb6\u6570\u636e\u4e2d\u53d7\u76ca\uff0c\u4f46\u8be5\u9879\u76ee\u65e8\u5728\u5229\u7528 FRA \u5728\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\u3001\u300a\u8054\u5408\u56fd\u6b8b\u75be\u4eba\u6743\u5229\u516c\u7ea6\u300b(CRPD) \u548c\u73b0\u6709\u57f9\u8bad\u6750\u6599\uff08\u4f8b\u5982 FRA \u5baa\u7ae0\u7535\u5b50\u5b66\u4e60\u5de5\u5177\uff09\u65b9\u9762\u7684\u4e13\u4e1a\u77e5\u8bc6\u3002 <\/span><\/span><\/p>\n<p style=\"text-align:justify\"><span style=\"font-size:16px\"><span style=\"font-family:Verdana,Geneva,sans-serif\">\u8be5\u9879\u76ee\u7684\u7814\u7a76\u7ed3\u679c\u5c06\u901a\u8fc7 NSDI \u548c\u5176\u4ed6\u5229\u76ca\u76f8\u5173\u8005\u7f51\u7edc\u5728\u6574\u4e2a\u6b27\u76df\u5171\u4eab\u548c\u63a8\u5e7f\u3002\u8be5\u9879\u76ee\u7684\u8ba1\u5212\u4ea7\u51fa\u5305\u62ec\u5173\u4e8e\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\u7684\u65b9\u6cd5\u3001\u624b\u518c\u3001\u80fd\u529b\u5efa\u8bbe\u6d3b\u52a8\u4ee5\u53ca\u5173\u4e8e\u300a\u6b27\u76df\u57fa\u672c\u6743\u5229\u5baa\u7ae0\u300b\uff08CFRA\uff09\u3001\u300a\u8054\u5408\u56fd\u6b8b\u75be\u4eba\u6743\u5229\u516c\u7ea6\u300b\uff08UNCRPD\uff09\u548c\u4f19\u4f34\u56fd\u5bb6\u4eba\u6743\u7ed3\u6784\u5b9e\u65bd\u60c5\u51b5\u7684\u62a5\u544a\u3002\u8be5\u9879\u76ee\u5c06\u6301\u7eed\u5230 2024 \u5e74 2 \u6708\u5e95\u3002<\/span><\/span><\/p>\n<p><span style=\"font-size:16px\"><span
