Export control rules on dual-use items introduced

The State Council, also known as China’s Cabinet, has recently rolled out regulations on the export control of dual-use items, which will take effect on Dec 1.

The new regulations are not intended to prohibit exports of dual-use items, but rather to better align with international norms, the Ministry of Justice and the Ministry of Commerce said in a joint statement on Saturday.

Dual-use items refer to goods, technologies and services that can be used for both civilian and military purposes or to enhance military potential, particularly those that can be used in the design, development, production or utilization of weapons of mass destruction and their delivery vehicles.

The new regulations aim to establish a unified and efficient export control system for dual-use items, while also creating a stable, transparent and predictable institutional environment to facilitate the compliant trade of these items, the authorities added.
