Qingdao, a coastal city in Shandong province, recently introduced 12 measures to optimize its population structure and boost the property market, focusing on supporting families with multiple children and young graduates, according to a news conference held in the city on Wednesday.
Under the new policy, families with two children will receive a one-time subsidy of 50,000 yuan when purchasing a new home, while those with three children will get 100,000 yuan. Eligible families must be registered in Qingdao and meet first-time or improved housing needs requirements.
Additionally, the policy offers rental support for recent graduates to attract young talent. Starting July 1, full-time college graduates within three years of graduation will enjoy rent reductions and priority access to affordable rental housing.
The measures also include improved financial services, faster construction of talent housing and developer incentives, forming a comprehensive support system. Authorities said the policy explores ways to build a family-friendly city while stimulating housing demand.
Experts said that Qingdao’s approach balances market vitality with population growth. By targeting families and young talent, the policy may strengthen the city’s appeal and sustainable development.
