On 10.10.2013 year I founded the company “Bulgarian Winemakers” Ltd. and 3 more companies with the idea to promote and develop the market of Bulgarian wines and other traditionally Bulgarian goods. The reason to do it was the opening of free trade zone in Shanghai on 29.9.2013, which offers tremendous opportunities and the fact that people from the Chinese government before and during the forum in December 2013 at the National Assembly of China (The Great Hall of the People (simplified Chinese: 人民大会堂; traditional Chinese: 人民大會堂; pinyin: Rénmín Dàhuìtáng) – where only I was invited to represent Bulgaria) mentioned that in a few months there will be change in the customs regime of the country and will be able to sell any goods in light regime and less striction and easy conditions. To do so, I plan to create a software platform with a logistics center in the free zone of Shanghai and to make a gateway to the big e-stores and online traders. If we meet these criteria as importers of foreign goods we can enjoy a light regime of duty. As I was informed, six months later the new regulations actually came into force on July 23, 2014 (Announcement on Supervision on Imported and Exported Goods through Cross Border E-commerce, General Administration of Customs of July 23, 2014). The project is essential for Bulgarian producers, because MIET has not signed protocol for dairy products and meat (eg Romania have it). Bulgarian producers has no right in principle to export such food for China. In fact that Bulgaria is discriminated, but member of EU, we have problems with most of other products. It’s extremly difficult and with different conditions then no EU members. For example – tobacco products were generally prohibited for import because of the war between China and Germany for photovoltics. Bulgarian cheese is sold as Greek and Bulgarian meat as Romanian.
Unfortunately, such a good and major project needs funding and support of local residents – physical and legal moreover, we were sure that there would be no support from the Bulgarian state (really did not expect resistance), but did not know it would obstruct the project .
I Managed to convince two Chinese investors in November, who agreed to pump money into the company and thus to assist in its development. We managed to convince them to invest in Bulgaria and not in Slovenia or Sweden, which are in the European Union (to say in EU, because as owners of Bulgarian company they can not travel and do business in Europe in violation of the Contract from Lisbon, because we are not in Schengen and simply they can not go into the Schengen area with Bulgarian visas or with any other status). Because of this reason I agreed to stay manager of the company to be able to move their business forward. Both investors bought and immovable property and when spent a bunch of money and nerves in Bulgaria realized that even fit one circumstance in the service entry or to get tax declaration, I don’t want to mention the cadastral map takes weeks. They asked me to start a certification procedure of the project as a class A. The only thing required by state was faster administrative services for our future activities. This project would also give them residence status because real estate, which have invested have not grant permanent resident status and can not participate in the business.
One of them had plans to develop large-scale business with high added value in Plovdiv. – Car and ruck factory and equipment for fire and emergency safety. Mr. Zhang has experience in this business for 23 years graduated from the Institute of Fire and Emergency in Beijing. HE was in managerial positions in the system of Fire Safety in China. Specialized seven years in Germany. Worked and is representative for China’s companies like Schmitz and Rozenberg. We met him with the director of the Institute for fire and emergency safety of Bulgaria. Looked places in Varna, Plovdiv and he has meetings with Director of the Regional Fire Department in Plovdiv. I persuaded him to make an investment of € 2,000,000 and an additional 10 million more to develop fire trucks (not in spare parts real finished cars, because Minister Bozidar Lukarski said he clame Bulgaria is not the place to produce complate cars), but for now this is imposible, because the intentions were good but … .. the Ministry’s employees want their “own”. Bulgaria is a general word for them like all the other but not real “fatherland”.
Despite the stubborn refusal of assistance by the BIA and MI we succeed to realize the investment and finalize it. At present Bulgarian goods may be sold directly to the Chinese market without passing the cumbersome system of customs and sanitary authorities of China, this is all thanks to the platform which was certified as Class A.
