
China Energy Conservation and Environmental Protection Group, or CECEP, is accelerating efforts to build a full-chain low-carbon service system, focusing on energy efficiency, renewable power, resource recycling, digital carbon management and zero-carbon industrial parks.
The effort comes as companies across China face growing pressure to reduce energy intensity, manage carbon assets and prepare for emerging carbon-related trade requirements.
Liao Jiasheng, chairman of CECEP, said the group will continue to use its expertise to support the green transformation of industries, cities and industrial parks.
“We aim to become a leader in the energy conservation and environmental protection industry, a model for green and low-carbon development, and a driving force for building a greener future,” Liao said.
He made the remarks as the group showcased the strategy at a recent international carbon neutrality expo held in Shanghai on June 10-12. The event, Asia’s first comprehensive exhibition themed around carbon neutrality, gathered low-carbon companies, institutions and experts to present and discuss technologies and solutions.
Making its debut at the expo, CECEP presented services covering clean energy supply, industrial energy efficiency, wastewater treatment, solid waste disposal, smart urban lighting, zero-carbon park operations, carbon asset management and green finance. The exhibition was used to show how the group is connecting project planning, technology application, digital management and financial services into an integrated low-carbon service chain.
As a centrally administered State-owned enterprise with energy conservation and environmental protection as its core business, CECEP has nearly 700 branches. In Shanghai, it has set up five subsidiaries and implemented more than 20 projects. Its Shanghai first tower project, a high-end complex on the Huangpu River, covers about 220,000 square meters and is expected to achieve an overall energy-saving rate of 75 percent by integrating 21 green building technologies.
Digital carbon management was one of the exhibition’s main features. CECEP Data introduced its “Yangtze River Cloud” and “Zero-carbon Cloud” platforms, which provide carbon monitoring, green evaluation, credit support and financial matchmaking services. The “Zero-carbon Cloud” green account system has supported green loans and asset transactions for companies in sectors including steel and coking, with the potential value of assessed green assets exceeding 10 billion yuan ($1.47 billion).
Liao said digital technology is becoming central to carbon management. “Relying on big data and artificial intelligence, we are accelerating the development of a digital green and low-carbon service system to provide carbon management support for governments, industrial parks and enterprises,” he said.
Zero-carbon industrial parks formed another major part of the group’s presentations. CECEP has developed a comprehensive solution integrating renewable energy, smart microgrids, resource recycling, digital carbon management and certification services. Last year, it helped local governments prepare and apply for 14 zero-carbon park projects, two of which were included in the first batch of national-level zero-carbon industrial park pilots.
Liao said a zero-carbon park is not simply about adding greenery or replacing equipment. “A real zero-carbon park requires the systematic reshaping of energy, industry, operations and ecology across its entire life cycle,” he said.
